In addition to the advancement of the Settlement, only one Imperial Capital may be established within a game, therefore if one wishes to hold the highest offices at the imperial level, it becomes necessary to advance the City as fast as possible to beat the other Settlements at the race to the Imperial Capital. City Rights are a method to advance a city and to grant new Privileges to the town. Only the Sovereign and the Mayors of their Settlements are entitled to purchase new City Rights. It also grants the newly established Office Posts unique bonuses which correspond to the Office Holder.
